Ok so both heroes are my favorites in the comic book world because they use tech and they're basically nerds. Although, I'm a bigger fan of Batman, in large part due to liking his villains more than Iron Man's, I have to say that Tony is definitely smarter than Bruce.
As pointed out by TFK, a large part of Bruce's brilliance is highlighted by Lucius and WayneTech's involvement. I feel like the majority of Batman's tech knowledge comes from his computer and his ability to use it. Unless Batman compiled a lot of that knowledge in the computer's files, I feel like other people set up everything for him. He is still smart to a degree, but he's smart in the way that he can just search the computer to find what he needs.
Tony, on the other hand, is an engineering genius and calling him a genius is stating it lightly (I can't think of a better term). I feel like if we compare all the brilliant things Batman has done versus Iron Man, we're going to be looking at a lot more of Batman's genius ideas and going "but did he make this or did Lucius or WayneTech make this?" Or as someone pointed out, depending on the version of Batman we're looking at, Oracle could have a huge hand in creating things for Batman to use.

So you're saying Ironman's universe has a bigger bad than anything Batman has? Given that most of the Batman villain list is either mid-tier crimelords...yes? I think the biggest global threat would be Ra's al Ghul, and that's primarily from the League.

Saying that Batman's biggest problem is the League is like saying Iron Man's biggest problem is Mandarin or Obadiah Slane. There may be storylines that have Iron Man battling Thanos, but it's not like it's a regular event. Same goes with Batman. Darkseid is DC's Thanos level guy. Thanos wipes people out because he's in love with Death. Darkseid kills people for the fun of it because he's just pure evil.
